Is aid for homeless services best spent on prevention? Or is it better spent housing people that are on the street?

We are continuing our coverage of a 12-million-dollar grant to address homelessness in Sonoma County. Community activists met Saturday at the Santa Rosa City Hall to discuss the best use of the money. KRCB’s Adia White reports on the debate between preventing homelessness and providing shelter to those outside now.
